Fresno Housing Secures Nearly $25 Million in Low-Income Housing Tax Credits for Davu Village
Former emergency shelter at 1415 W. Olive Ave. to be converted into 63 permanent affordable studio apartments
Fresno Housing has secured approximately $25 million in federal and state Low-Income Housing Tax Credits from the California Tax Credit Allocation Committee (CTCAC) for Davu Village, a transformative affordable housing development in southwest Fresno.
The award includes a $2.5 million annual federal tax credit reservation, generating an estimated $23.3 million in tax credit equity to support the project's $35.4 million total development cost.
Davu Village will convert the former Golden State Triage Center — an emergency shelter at 1415 W. Olive Avenue — into 63 permanent studio apartments. The project includes rehabilitation of existing structures, new construction, and a full suite of on-site amenities including a community center, outdoor green space, laundry facilities, and gated security.
Fresno Housing CEO Tyrone Roderick Williams said the project reflects the agency's commitment to transforming distressed corridors into thriving communities. "Parkway Drive has a long history of challenges, but today it represents one of Fresno's most promising examples of what reinvestment can accomplish when partners align around a shared vision," Williams said.
Mayor Jerry Dyer praised the development's direct impact on homelessness in the city. "Davu Village will provide permanent housing to 63 people who were formerly homeless," he said, "giving them the stability they need to rebuild their lives."
Davu Village is the third converted shelter property along Parkway Drive, part of a broader corridor revitalization effort led by Fresno Housing in partnership with the City of Fresno. The project received early support through the State of California Homekey Program and City funding for site preparation.
Construction is expected to begin in Summer 2026 following completion of financing and due diligence.
